A driving licence is a document that lives a life of its own: you obtained it in one country, but you have to use it in another. Some people are planning a trip and want to hire a car, some have moved to Almaty and cannot manage without a car, and some need a licence for work involving driving. And almost always it turns out that simply putting your licence in your bag is not enough: you need a translation, and not just any translation, but a notarised one.
Mistakes start at the first step. Some people do the translation themselves or ask a friend, some confuse a notarised translation with an international driving permit, some translate only the front side and then are surprised why the document is not accepted. The most unpleasant part of this story is not the piece of paper itself, but the moment when it turns out to be useless: at a car hire desk abroad, in an HR department or at registration. Below is what exactly gets translated, in what form it is accepted, and how to prepare your licence so you do not have to redo it.
A notarised translation of a driving licence is needed where the document is read by people who do not speak the language in which it was issued. A car hire company abroad uses such a licence to arrange a rental, an insurer to issue a policy, an employer to grant access to a company car. A court, an internal affairs body or another state institution accepts a licence only with a translation whose translator's signature has been certified by a notary.
A notarised translation is not just translated text. The translator renders the content of the licence into the required language and signs the translation, and the notary certifies the authenticity of the translator's signature; the notary certifies the accuracy of the translation itself only when he or she knows both languages. An ordinary, uncertified translation is good only for personal understanding: for official authorities it is not a document.
Certification does not replace an international driving permit. These are different things: an international driving permit is a separate document issued by a special Public Service Centre, while a notarised translation is made from the national licence and merely explains its content in another language. If a trip requires both, both documents are prepared.
In practice, a notarised translation of a driving licence is most often required in the following situations:
English is the most common language for translating driving licences for travel abroad. When you rent a car in Europe, the USA or the UAE, the rental company and the insurer must be able to read the details in the document. A driving licence translation into English in this case is not a formality: without clear text, rental companies often refuse to arrange the rental and insurance, although some companies ask for an international permit instead of a translation.
A notarised translation and an international permit are often confused. A document with a notary's signature does not replace an international permit and does not stand in for it on the road: abroad, officials check either a national licence of the established format or an international permit under the 1968 Vienna Convention on Road Traffic. A translation is needed where a foreign driver is expected to provide clear text: when booking a car, at the rental company and at the insurer. It is worth having a driving licence translation into English done in advance — there may be no translator available on the spot, and the rental company will not wait.
The first name and surname in the translation are written in Latin characters exactly as in the passport you use to rent the car or take out insurance. Even one letter out of place creates a discrepancy: an inspector or clerk sees two different documents. If the passport was issued recently and the spelling has changed, use the current passport as your reference.
Both sides of the licence are translated — the front and the back. The back shows the categories, dates of issue, restrictions and endorsements, and without them the rental company will not understand what exactly you are permitted to drive. If an employer is checking the categories of a foreign driver, the back is no less important than the front.
Foreign licences are often needed not only by the driver but also by those checking them. An insurance company looks at the categories and driving experience to assess the risk. An employer — to understand who they are putting behind the wheel: category, experience, health restrictions. Courts and state bodies in Kazakhstan accept a document in the language of the proceedings, so a translation of foreign driving licences is done preserving the structure and all endorsements.
For official bodies, what matters is a notarised translation of the driving licence into Russian or Kazakh — the language of the body it is submitted to: an inspector, a judge or an HR specialist must be able to read the same details as in the original. If the document contains handwritten notes, they are deciphered and carried over into the translation line by line. Old-format licences, including those with handwritten notes, are translated with the fields deciphered, otherwise the receiving party will not see the restrictions or special conditions.
A separate situation is exchanging foreign licences for Kazakh ones. This is a procedure in its own right: documents are submitted through a special Public Service Centre, in certain cases a medical certificate and exams are required, and the procedure itself is set by the rules for issuing driving licences, not by the special Public Service Centre. The translation requirements should be clarified with the special Public Service Centre in advance: which fields must be visible, whether the categories need to be deciphered, how old forms should be handled. An error in the category or a missed endorsement means the documents are returned and the procedure has to be started again.
Most often problems arise in three places: an incomplete translation of the fields, incorrect rendering of the categories and the absence of a decipherment of handwritten entries. To avoid this, check the translation against the original before submitting and clarify the requirements of the receiving party in advance.
A notarised translation of a driving licence and an international driving permit serve different purposes, and they should not be confused. A translation makes the licence understandable to whoever reads it: a rental company, an insurer, an employer or an official at the border. An international permit from a special Public Service Centre is a separate document that supplements the national licence and confirms it abroad.
An international permit can be obtained at a special Public Service Centre: it is a booklet with the details translated into several languages and is valid together with the national licence; on its own it has no force. A notarised translation is not such a booklet: it is a translation of the text of your licence with a certified translator's signature, not a driving licence in its own right.
What exactly will be required depends on the country and on the specific recipient. A notarised translation of a driving licence is not just text in another language, but a document where the translator confirms the accuracy of the translation with their signature, and the notary certifies the authenticity of that signature. It is the translator's signature certified by a notary that turns an ordinary printout into a document accepted by banks, car dealerships, HR departments and foreign rental companies.
An important detail: the translation is usually bound not with the original driving licence, but with a notarised copy of the licence. This way the licence itself stays with the owner, and they can show it to a police officer or at a rental company while the certified translation lives its own life in a folder with documents. The binding stitches the translation and the copy into a single document so that the pages cannot be substituted or torn out.
If a notarised translation of a driving licence is needed in several places at once — for example, at a bank, an insurance company and a human resources department — notarised copies of the translation are prepared for each recipient. The original of the certified translation stays with you, and the notary certifies the copies as true copies of it — organisations accept such a copy in place of the original. This is more convenient than explaining every time why the document has gone to another organisation.
A notarised translation of a driving licence, and a notarised translation of a licence in general, follow the same logic, but there are nuances that most often lead to a document being rejected:
A driving licence translation covers the document as a whole, not just the front side with the photograph. On the front of a Kazakhstan licence, the holder's surname, first name and patronymic, date of birth, issuing authority, date of issue and expiry date are shown — all of this is carried over into the translation of the driving licence line by line, keeping the same order as in the original.
The reverse side is the most informative part. It contains the categories and subcategories, restriction codes and marks, so a translation of a licence without the reverse side is considered incomplete: abroad, it is precisely these lines that show what transport a person is entitled to drive. If the reverse side is omitted, the document loses its purpose for car rental and for an employer checking a driver's authorisation.
Categories are rendered not 'by eye' but as they are designated in the licence itself: a translator has no right to convert them into another country's category system. The letter codes A, B, C, D, BE, CE and subcategories such as A1 or B1 are kept as in the original, and an explanation of what transport they cover may be given alongside. Restriction codes are numeric or letter marks indicating driving conditions: for example, only with glasses or only with an automatic gearbox.
Old-style licences are a separate case: they have a different layout, sometimes the categories are handwritten or applied with stamps, and some fields are missing. Such a translation of a licence requires particularly careful reading, because a worn stamp or an illegible entry must not turn into an invented line. Individual fields may be named differently in driving licences issued in different years.
Before ordering a notarised translation of a driving licence, gather the source data. For the translation you need photographs of the licence from both sides — front and reverse — taken straight on, without glare or cropped corners. If any line is unreadable, the translator will not guess at it, and a notary is entitled to refuse a notarial act on a document with unreadable text, so take the photo again.
You will also need a passport of a citizen of Kazakhstan, and for a foreigner, the passport of their country: the spelling of the first and last name in Latin script is taken from it, so that in the translation they match the document you travel on. If the recipient of the translation has their own requirements — for example, a stamp of a specific format or an additional page — let us know in advance.
The original driving licence is required for certification. If the licence was issued in another country, bring it with you: the translation is bound to the original or to a notarised copy of the licence, and the notarial act cannot be performed without the document itself. When the original stays with you and only a copy of the translation is needed, additional copies are ordered — they are convenient to carry with you together with the licence.
Check how the name of the issuing authority and the categories are stated in the licence: foreign documents contain designations that do not appear in Kazakhstan licences, and they must be translated correctly. If an employer asks to confirm the driver's authorisation for a particular type of machinery, say so in advance — the translation will specify the categories and marks, not just the name and date of birth.
Separately check with the recipient of the translation whether they need a set of copies and in what form: paper or electronic. Copies of the translation are usually made together with the certified copy, so that they match in content and stamp.
If the licence is torn, stained or has become unreadable, first resolve the matter of having it restored or replaced, otherwise notarised certification of the translation will be impossible. Data that can only be read partially is not entered into the translation by the translator — unreadable fragments are marked as such.
What to prepare:
Before ordering a translation, determine who it is intended for: this affects the target language and whether you additionally need an international driving permit — an apostille and consular legalisation are not issued for a driving licence. Translating both sides of the licence with the correct rendering of categories is not a formality, but the very thing that determines whether the document is accepted or turned away.
